I requested an installment agreement for my federal. I received 1040-ES vouchers as well. Do I have to pay estimated taxes for next year?

The automatically print for other scenarios on your return such as, self-employment income, sold stock, reported a retirement distribution, etc. They are just a program suggestion for 2017 tax return.
You may disregard the vouchers if you don't wish to make estimated tax payments for 2017.
