I removed from my IRS $51000. Then re-deposited $51000.00 within 10 days. Why am I paying a 6% charge. How can I advoid this 6% charge

Because you didn't indicate the roll over in the program when you entered the 1099-R   

OR  more likely you entered the rolled amount as a CONTRIBUTION  in the IRA contribution section ... it was NOT a contribution to the IRA  it was only a roll over.

FYI ... you cannot do another  non trustee to trustee roll over again for 365 days after that last one that you did ... this is to stop people from taking multiple  tax free loans of IRA money more than once in a 365 day period.
