I recently prepared my 2016 taxes, owe state income taxes and received prepayment vouchers for 2017. Are the prepayments mandatory or just recommended?

They are not mandatory. The vouchers print if the TurboTax program thinks you might need to pay estimated taxes for next year, based on the information in this year's return.
