This error code is saying that at least one email address must be included.
Per Ohio State's website: OH-PIT-013 Data Missing You must provide at least one email address, which may include either the taxpayer or the preparer’s email address. Please correct and retransmit.
You can fix your rejected return by signing into TurboTax and select Fix it now or Revisit, and we'll guide you through fixing and refiling your return.
You can also troubleshoot by finding your rejection code. It's in the email you received, or you can view it in TurboTax after selecting Fix my return.
Did you get an email about your rejection?
If you didn't get an email, open your return to get the rejection reason.
Sign in to your account and select the Fix my return button. Follow any “fix it” instructions to update the information causing the rejection.

I also got the same message and when following the prompts to "fix it" and resubmit it keeps ending up getting rejected hours later.
