I received honorarium from National Institute of Health 2-3 times a year ($200/time). Is this considered self-employment income? I received 1099-MISC from them.

1099-MISC that I received included honorarium and expenditures reimbursement.

Usually, the honorarium or speaker's fee is reported on Schedule C, where expenses also are deducted. In addition to income tax, honoraria are considered self-employment income and will also be subject to self-employment tax.

Do I go straight to Schedule C on Turbotax to enter all the information and get the tax calculated?

Yes.  If you are going to claim expenses for this income, you will need the self-employed version of TurboTax.  Premier will allow you to enter the self-employment income but not the expenses.
