I received estimated tax vouchers for state of GA for 2019, Do i have to pay these even if i will not have any income in 2019?

The reason i owed for 2018 is because i was the beneficiary on a retirement account of someone who passed away.

No.  TurboTax prepares these as a convenience to the user.  If you know that you won't owe estimated taxes to GA, you can disregard these vouchers.
