I received an email saying that I was all done with this year's taxes as if Turbotax already collected their fee, but I only received my state tax not federal, why?

Could be and issue but most likely, not.

TurboTax is a Tax preparation tool, so  once you prepare and submit your return to IRS, TurboTax is no longer involved.  TurboTax does not issue refunds or know when they are issued.  IRS does not update TurboTax about their processing of your returns.

The fed and state refunds do not arrive at the same time since they are processed by totally different taxing authorities.
