I received a stimulus payment in 2020 but the entire thing was taken by back child support, so when it asks if I received a payment in 2020 do I say yes or no?

You answer Yes and enter the amount.

You select Yes, even though the money was taken for back child support, you are still considered as receiving the stimulus money.
