You'd really have to call them and ask...there is likely a phone number on the letter.

Usually it's just W-2 and 1099-R forms, but if you received any other 1099-types they may want those too.
Could just be a random check to show everyone that they do check up on people's income and withholding claims occasionally. Total income checking might include 1099-INT, 1099-DIV, 1099-B, and 1099-MISC or 1099-NEC too...if you had any
Sometimes they do not trust that you reported state withholding properly...so they want to see proof of the withholding you claimed.
Sometimes what you claimed as state withholding is not the same as what the employer sent them separately for their W-2 reporting, or what the 1099-R issuer sent them separately.....and they want to see what each issuer sent to you too.
Sometimes an employer closes down and hasn't sent them any state W-2 information at all....yet...but the state doesn't really know if their computer mispatches are due to just the W-2, or might include some 1099-R information too.
What if you don’t respond? They give you 12 weeks.
They'll get after you one way or another.....they could hold on to expected refunds, bill you for taxes you may not really owe because their info collected differs from yours …..garnishee wages....eventually may take legal court actions.
