I received a 1099-misc that was incorrect (they reported non-employee compensation in box 7 when it was for reimbursement for expenses documented with receipts). They are submitting a corrected 1099-misc to the IRS to show zero in box 7, but do I have to wait to receive it or can I file knowing that my new 1099-misc will have zero in box 7?

You don't have to wait. Enter the new numbers into TurboTax. Once you receive the corrected Form 1099-MISC, then keep it for your records.
However, if you have to paper file your return, then you will have to attach the corrected form to your tax return.
