The first thing you need to do is delete any amount you entered for property taxes on your federal return.  

On your New Jersey return, go to the Eligibility Property Tax Deduction or Credit screen.  Enter the full amount of property taxes paid. 

There are no other areas in TurboTax you need to enter or consider your Anchor benefit.
