No, you do not need a Form 8962 unless you had insurance through the Marketplace or State Exchanges.

You do not have to enter the 1095-B in Turbo Tax- the information has already been sent to the IRS. Simply indicate that you had health insurance all year (or the months that apply) and keep a copy with your tax records.
