NO ... a spouse can  never be claimed as a dependent.  You simply file a joint return no matter who makes the  income.

he cobra payments can be deducted as medical expenses if the return uses itemize deductions rather than the standard deduction. only medical expenses in excess of 7.5% of adjusted gross income re deductible.

NO ... a spouse can  never be claimed as a dependent.  You simply file a joint return no matter who makes the  income.
