I purchased: TURBOTAX DELUXE TAX YEAR 2018 WIN DOWNLOAD WITH STATE. Ifiled 3 tax returns and was charged for state returns on all. I believe one state should be free?

It may depend on what you are being charged for. The TurboTax software does come with one free state download. If you efile your state returns, however, there is a fee to do so ($24.99). If you filed taxes in more than one state, there is a fee of $44.99 per additional state.
