I purchased Turbotax Deluxe Federa; Returns + Federal E-File. No to File I'm being charged $39 for both Fed and State. Why?

Why am I being charged $39 for both Fed & State?

Did you buy the Desktop CD/Download program?  You are posting from Online version.  

Sorry you can't apply the Desktop CD/Download program purchase to the Online version.  They are separate prices and work different.  You have to pay for online and try to get a refund for the Desktop program.  Or switch to your program.

If you already started in the Online version you can move your return to the Desktop program even without paying for Online. 

First download the .tax file from the Online version,

Or if you are using the Online version.  The fees are to prepare the returns whether you efile or print and mail.  Deluxe is $39 for federal.  State is a separate $39.  And if you want the fees deducted from your refund there is another Extra $40 Refund Processing Service charge (45 in California).  So pay upfront with a credit card to avoid the extra charge.  

Oh, to not pay for state you can delete it.  How to delete the state,
