I purchased TurboTax 2017 Premier. Selecting e-file State Return for $19.99 each, the amount increased, and , "Requires TurboTax Premium Upgrade". What's the deal?

Yes the Desktop State efile fee increased from 19.99 to 24.99 on March 1.  The early discounted prices ended.  And if you want the fee deducted from your federal refund there is an EXTRA 39.99 Refund Processing Service charge (44.99 in California for Premium Service).  You can pay the 24.99 with a credit or debit card to avoid the extra charge.  Go through the File tab again to select the payment method.  Or you can print and mail state for free.
