Contact TurboTax support and speak to a support agent to get the state program made available so you can download it to the desktop program.

To contact TurboTax customer service/support use their contact website during business hours.  

Submit your question/problem during business hours and then use the option for Call (a phone number will be provided for Call) to speak directly with a TurboTax agent -

Note:  The Call option will not be available when TurboTax Support is closed.

I purchased a second state with my 2015 turbo tax. I migrated to a new PC and how do I download the second state?

Actually it shows up under order status (using the correct credit card number).  It does not show a way to download it.  Delivery Method is empty and Status is Available.  It appears the only clickable link is "Request Refund".
