I purchased a new computer and put it under job related expense, but it did not change my refund, why?

I can not tell if you are an employee or are self-employed, but it sounds like you are an employee.

 If you are an employee, job related expenses  which could include your computer are deductible on schedule A as miscellaneous itemized deductions, subject to 2% of your AGI limitation.

Then to benefit you, (save you tax) all your itemized deductions have to be greater than your standard deduction.
