I pick "Pay with my Tax Rrefund" option. If I have to pay with my debit card, then I should not be charged the "paying with tax return" fee. Do I understand it correctly?

Correct. If you pay with your refund there is a fee for the Refund Processing Service.

If you choose to pay with your debit card instead, there is no fee for doing so.

My refund is still being processed. Now TurboTax notifies me that they will charge my bank account instead of my refund. Why should I still pay the “pay with my refund” fee?

Has it been 21 days or more since your return was accepted by the IRS?
