The CARES Act was only signed into law on March 27.  Not all portions of the law are readily available.

However, this NBC news article states that "owing back taxes or other debt to the government is not a problem."

"The only administrative offset that will be enforced applies to those who have past due child support payments that the states have reported to the Treasury Department."
