I paid taxes in this year for some income I failed to report in 2018. Can I deduct any of that payment or penalty?

I received a letter cp 2000 from the irs for taxes and interest for the 2018 year, paid the tax and interest this year 2020.

Federal taxes owed and paid for a prior tax year are not reported on a federal tax return.

I can not deduct them this year then correct?

Right.  You can only deduct State taxes paid for any year (but not interest or penalty) on your federal return if you itemize deductions.  But not federal taxes paid.  Sorry.
