Was having it debited from a bank account one of the ways your state allows you to pay?
You must pay your state tax due using the state’s preferred method of receiving payment. For most states that will be by making a payment to the state’s own tax website, or by mailing a check or money order.

How did you pay it? Your only proof of payment is your bank statement or credit card showing the payment coming out. Turbo Tax only passes your bank account number to the state for the state to take it out of your account. But most states do not let you pay by Direct Debit so you have to mail in a check or go directly to the state's website to pay. And some banks use different routing numbers for deposits and payments. Double check the number you entered with your bank.
You can tell they did not receive it by noting that it has not been debited from your account.
The state revenue agencies did not shut down for COVID.
When they get a check they deposit it immediately.
Then they go about processing your return presumably in the order received.
