TurboTax does not file tax returns for you.   The user is the one who has to file it by e-filing it or by printing, signing and mailing it in.   What happened?   Did you e-file----and was it rejected?   Or did you think it was being mailed?

In all previous years, turbo tax has efiled my taxes. Both federal and state. For 2020, they just didn’t efile my state. With no notification.

What did your emails say after you e-filed?

 

When you e-file your federal return you will receive two emails from TurboTax.  The first one will say that your return was submitted.  The second email will tell you if your federal return was accepted or rejected.  If you e-filed a state return, there will be a third email to tell you if the state accepted or rejected your state return.

 

And....there is no penalty for missing the deadline if you are getting a refund.   Did you owe state tax due?   What method of payment did you use?    Did you not notice that a payment was not taken from your bank or credit account?

No issues with my federal. Received all emails about it being filed and accepted. 

Zero communication about my state taxes being filed or needing to send via mail. I was owed a state refund. I now owe penalties and accrued interest.

Maybe the state didn't go though.  Try Efiling it again.  But you owe state tax and penalties?  They wouldn't know you owe unless it got filed.

That is simply not possible.   If you were supposed to receive a state refund there would be no penalties.   If you owed state tax due and did not pay, then there are penalties and interest.   It sounds like you filed your state return but did not pay your tax due.  It is not possible to pay the state from a federal refund, so if you did not pay by sending a check or money order or pay on your state's tax web site, that is why you now owe penalties and interest.
