there is no feedback loop from the IRS or State to Turbo Tax..... so, you are correct, TT would not have record for the state taxes paid in April (or any other payment you made for that matter) unless YOU keyed it in!.
Just enter your estimated payment from April into Turbo Tax.
You paid the state tax due OR the Turbo Tax fee for state? To efile say you will mail a check. How did you pay the tax due?
For the Turbo Tax fees, did you pay by credit card or to have the fees deducted from your federal refund? There is a separate fee for state.
If you paid the fees then call in.

Did you pay both the fed & state with the extensions back in April ? Do you see evidence of the payments in your checking or CC statements ?
Depends on whether you paid an estimated tax or you paid taxes with an extension request.
To enter, edit or delete estimated taxes paid (Federal, State, Local) -
Or enter estimates paid in the Search box located in the upper right of the online program screen. Click on Jump to estimates paid
To enter, change or delete a payment made with an extension request (Federal, State, Local) -
On the next screen select the type of extension payment made and click on the start or update button
Or enter federal extension payment in the Search box located in the upper right of the program screen. Click on Jump to federal extension payment
The federal extension payment will be shown on Schedule 3 Line 9. The amount from Schedule 3 Part II Line 13 flows to Form 1040 Line 31
If you already paid the correct amount, say "I will pay by check" and you should be able to e-file.
If you paid an estimated amount but that it turned out to be too much or too little, enter your estimated payment under "estimates and other taxes paid" on the Deductions page, then you will either claim a refund for the overpayment or you will owe a little extra, depending on the situation.
