I paid a Payment Voucher to the Federal ($400) and State ($840) last year. This year I get a return. Will the vouchers paid be added to my refunds?

If the voucher payments were for estimated taxes in 2016, then they would have been added to your return as taxes PAID for 2016.  

If the voucher payments were for amounts you OWED for 2015, then you were only fulfilling your tax obligation for the tax year 2015.
