I paid 1311.00 in CA. in 2019... they sent me 1099-G saying I was refunded 532.00

The refund may have been deposited to your bank account. You can check your banking records to see if that amount was deposited by California.

I checked my bank records and there was not a deposit of 532.00

You should contact the Franchise Tax Board to see what's going on. TurboTax won’t have any information on this.
