I own a 2nd house in another state. My friend lived with me for 1/4 of the yr and the house for the rest. Can I claim them as dependent if s/he meets all other criteria?

They meet all other dependent criteria (income limit, support, etc). I travel between both states and pay mortgage and rent on both locations.

No. A non-relative would have to live with you for the whole year in order for you to claim them as a dependent. Living in property that you own is not the same thing.
