You can't deduct taxes that you paid for Federal but you can deduct tax paid to state as an itemized deduction if paid in 2018.

to get any benefit from the state income tax deduction for 2018, your itemized deductions would have to exceed your standard deduction.  TT automatically takes the larger unless you override
