I owe federal tax, and I requested to pay in payments. I filled out the request and was told to mail it before the the due date. I would make $70 payments.

Do they take it out of my account ? Or do I need to mail and initial payment?

I would make the initial payment online at https://www.irs.gov/payments

They will mail you a completed packet after they process your installment agreement.
