I owe federal and state taxes. I am filing today and it is saying that I would have to repay when I file- is that true? do I have to pay at the same time of me filing?

No, you don't have to pay your taxes until the filing deadline.

Federal taxes are due on Monday, April 15, 2019 and state taxes are generally due the same date.

What if I cant pay on the 15th either? Is there a way to created an installment plan?

Yes. In File Step 2 you can request an installment agreement.
