I owe and set up a payment plan allowing automatic drafting from my account. Will the IRS use that information to direct deposit my stimulus payment, or will I receive a paper check?

It depends. Even though you owe money to the IRS, you can still get the stimulus check. However, you will have needed to file a 2018 or 2019 tax return.

Thank you. I have filed for 2019. Trying to determine if the IRS will use the bank account information I supplied for my payments to be drafted from to direct deposit my stimulus payment or if I would receive a paper check. @KathrynG3

if they mail you a check that is as good as direct deposit.

It's called deposit with the  bank teller.
