I only recived SS 2018. I will use ACA health insurance 2019 and will have to file. Do I have to file for 2018 to file for 2019 ?

If Social Security is the only income to be reported on a tax return for 2018, then there is no need to file a tax return for 2018.

However, if you apply for insurance through the Healthcare Marketplace for 2020 insurance AND want the Advance credit to reduce your monthly payments, the Marketplace will likely insist on a 2018 tax return.

If you won't have Marketplace insuurance in 2020 or don't want the Advance credit in 2020 (you would get the credit on your 2020 tax return), there should be need to file a 2018 tax return.
