I noticed a voucher for IRS estimated tax- Can anyone indicate what this is? was this something that is mandatory or did I fill out something incorrectly on my taxes?

Many taxpayers accustomed to receiving tax refunds are finding that they owe taxes this year, due to changes made by the Tax Cuts and Jobs Act of 2017. If you owe significant federal or state taxes, TurboTax will generate estimated tax vouchers to help you avoid an underpayment penalty next year. Tax deposits using the vouchers are not mandatory, but are recommended based on this year's tax situation.

thanks for the information!   My thought then, is to NOT pay the estimated taxes throughout this year, BUT have more withheld from my paychecks.  Does this appear to be  a sound and legal approach?  thanks!

Yes, that is certainly legal and is a popular strategy. Many find it easier to pay a little each pay period than to be faced with a larger tax deposit each quarter.
