Once your return is filed, TurboTax has no control over the processing or the timing when the IRS/State releases your refund.
The IRS states that most federal tax refunds are issued within 21 days of acceptance, however, some may take longer if they require additional review. Also, by law, the IRS cannot issue EITC or ACTC refunds before mid-February. This applies to your entire refund, not just the portion related to those specific credits.

No one at TurboTax is going to know that you mailed your tax return or whether the IRS received it. TurboTax gets no information from the IRS after you file your tax return. When you mail your tax return, you should use a mailing service such as certified mail so that you will know that it was received. It will take three or four weeks after you mail it for a human to open it and enter your information into the system. Once it has been entered into the system you can track your own refund on the IRS refund site.
