You will need to complete Account Recovery to gain access. If it is asking for an old and new email address and yours has not changed, put the same email address in each box. See below on how to complete the recovery:https://ttlc.intuit.com/replies/3300098

It says I can keep the same email address but I can not. I have been trying for a week to get my account activated again
