I need to mail my Federal tax return for some reason. Can I still efile my state return after that?

If you have to mail the federal return, you will also have to mail the state return. State cannot be e-filed alone. The only way to e-file state is if you were to e-file federal as well. So in your case, you will have to mail them both. The address for where to mail each return should be on the filing instructions sheet that prints with your returns.
