Can I amend 2021 state I was ask by Franchise Tax Board to file a Form 100 for 2021 State Tax?

As for amending your 2021 state return, you can amend your prior year state return by following the instructions in this link.  Changes made will carry over to your state return.

However, you mentioned using TurboTax Desktop Deluxe which is used for individual returns, or Form 540, and not Form 100.  Form 100 is used by the Franchise Tax Board to report activity from a corporation and would need to be prepared using TurboTax Business program.  Please see this link for more details on obtaining the business program for a prior year.
