Do you find evidence of your online 2017 return OK, but when you try to download, does it ask you to pay? If it was prepared in Free Edition last year, access will be locked. If that's your situation, we can tell you how to pay to unlock your 2017 return. The method to unlock it depends on what all you have done with your 2018 return.

I upgraded to plus and still when I click to download 2017 tax return it says I still have to pay. I checked my bank website and the payment went through.

If you paid by credit or debit card, and your payment of 19.99 for PLUS did go through, are the 2017 and 2018 returns in the SAME account? (they must be for this to work)
If they are in the same account, then that completed payment should have automatically unlocked the 2017 return. Try this: Log out of all Intuit accounts including this forum. Clear your browser Internet cache and delete any Intuit-related cookies. Close the browser and reopen it.
Then log in and at the Tax Home scroll down to "Your Tax Returns & Documents". Expand that section and choose tax year 2017, and then the link "Download/print the PDF." Are you able to get it, or does it still ask you to pay?
