You can edit the Form 1099-INT entry and make corrections if needed. Go to the Wages and Income section in TurboTax, then look for Interest and Dividends where you will see Interest on 1099-INT. Work through that section and you will see the Form 1099-INT entry screen where you can correct the state taxes withheld reported in box 17.

If worse comes to worse and the issue can't be corrected, delete the 1099-INT and enter it manually.

Check all the boxes when you edit it.  IF it messed up that box, it probably messed up some others.

Unless you actually import the form directly from the provider using their Online access....then it's Best to re-enter all tax forms manually anyhow...I don't trust those picture or PDF upload entries at all  (as you are experiencing)..
