It depends, the mailing address is determined by where you live.

Please see the chart in this IRS filing document to see where to mail your return. Find your state in the left column and mail your return to the address in the next column titled "".And you are not enclosing a payment use this address".

The IRS encourages everyone to e-file since it is quicker and you would receive your refund more quickly.

What do you mean by a "refund due?" If you are getting money back you get a refund. If you owe tax due, you have to pay by April 18, 2023. Better look at your Form 1040 and make sure....Refund is on line 35a; tax due is on line 37. It cannot be both.
