I moved to CO in July. Are all qualified dividends on my 1099-DIV reported after 7/1/2019 to be counted as Colorado Portion of interest and dividends?

Yes, your dividends and interest is taxable by the state that you are a resident of at the time your dividend is paid.  So in your case, your dividends received after you moved to Colorado should be included in your Colorado income.
