I made a windfall one-time profit in the stock market in 2018 resulting in my owing $9,000 in additional income tax. Is there any way to spread this out over time?

You can get an installment with IRS to pay the tax owed.
There are fees to do this however, and penalties for not fully paying plus interest.
So if there is anyway you can pay, do so.
Also file timely no matter if you can pay or not.
