Attach a copy of each W2 that shows withholdings for that state in particular. For instance, if you worked in NY, NJ and CT, you send a copy of any W2s that have tax withheld to NY to NY, tax withheld to NJ to NJ, and CT to CT. If a W2 does not have tax withheld to NY, you do not need to send that copy to NY.
