I'm trying to mail federal and efile state return for Michigan but the program is not letting me, but it did last year. What's up?

You cannot e-file a state return if you did not e-file your federal return.  Unless your e-filed federal return has been accepted, you cannot e-file a state return.  Since you say you mailed your federal return, now you need to also mail your state return to MI.

Can someone please help me? This doesn't make any sense. Why can't I efile my federal? There is only SS income and AGI is zero

You can't efile a return if you only get SS.  You do not need to file a return.  You will have to print and mail federal.  And if you mail federal you also have to mail state.

You can try adding $1 of Interest (make up a fake one) and it should let you efile.
