The state refund number is less than federal refund number, so I'm not sure what the error is

Check any form where you entered Federal Tax Withheld and State Tax Withheld (such as a W-2 or 1099).

Possibly on one of them your entry for the amount of state tax is higher than the amount of federal tax.
