Can you clarify which state?

Different states have different criteria for employer ID numbers, and some accept more than one format. Check with your employer or your state's Department of Revenue if you are uncertain whether your W-2 has the correct format.

Kentucky state employer identification numbers for income tax withholding (Withholding Tax Account Number) generally consist of 6 or 9 digits (e.g., 999999 or 999999999). For electronic filing, it is often represented as a 9-digit string. Some unemployment accounts (KEIN) may appear as 9 digits, occasionally with a letter (e.g., 12 123456A 1).

The KY ID in box 15 where it states State employer ID is typically 6 digits for KY.  But, there are KY companies that only print out five digits on the W-2.  Check to see if your entry is 5 digits instead of 6.  If on the W-2 you only see five digits, then add a zero in front of the number in TurboTax.  KY will recognize the number, and you'll get through the TT diagnostic.

See here for more filing tips from the State of Kentucky.

I finally figured out after weeks of trying, what could cause this issue.. on my 1099, it was 6 digits but added the 000 and it finally let me file.
