I'm told I need a locality name since box 18 is filled but on my W-2 the box for that is blank. What do I do?

If there is an amount in box 19, this means you had withholdings from a local taxing authority. If there is nothing in box 19, box 18 and 20 are irrelevant and all 3 boxes can be left blank.

If you have an amount in box 19, then you do need the information given in box 18 and 20.
