I'm ready to file and used the "free" edition. At the end it says PLUS Benefits $29.99. When I went to the pay options it says that $39.99 will be deducted. Which is it?

PLUS is 29.99.  If you pay that fee out of the Federal refund, however, there is an additional 39.99 service fee for that payment option.

You can avoid the extra 39.99 service fee by paying upfront with credit/debit card or a prepaid debit card you can buy in a store.
