You can prepare a return with all zeros. You can either download a 1040 from IRS.gov or prepare one through TurboTax. You will have to mail it to the IRS.

I filed a 2019 tax form when I shouldn't have because I'm on SSI. The IRS isn't open to even process that return. Since I'm on SSI will I possibly get a direct deposit of the 1200? Or do I have to wait for a paper check and also I out a p.o. box as the mailing address which does belong to me but the last physical address is wrong from over 21 years ago with the IRS. What can I do?????
Did you file the return electronically or by mail? If you mailed in a paper return, you should go use the online registration tool to provide your most current information to the IRS.
