I'm not sure about one of the questions. "Someone else can claim my spouse as a dependent on their tax return." Is it asking if I'm able to claim her as a dependent or does it mean someone else besides me that can claim her?

Usually you don't claim your spouse as a dependent, instead, you file a joint tax return with a spouse.  The question is asking whether a third person, like a parent, can claim your wife as a dependent.
